Methode zur Entwicklung von Anforderungen im Bereich der digitalen Souveränität

Abstract

Digital sovereignty has become increasingly important in socio-political discourse owing to the increased perception of the absence of the state of digital sovereignty. The state is based on various parties’ contradictory requirements caused by the heterogeneity of stakeholders, holding various needs and desires. A Method of Eliciting Requirements in the area of Digital Sovereignty (MERDigS) was developed to create a clear requirements basis for software development projects that intend to enable their stakeholders in the state of digital sovereignty (In German: MEAdigS, Methode zur Erhebung von Anforderungen im Bereich der digitalen Souveränität). MERDigS can be used for a wide range of software development projects. The application of MERDigS isolates the requirements of one stakeholder group. MERDigS is applied in addition to the initial project requirements elicitation, whereby additional requirements arising from the area of digital sovereignty are collected. MERDigS takes a human-centered approach to this end, allowing to intensively address the needs and desires of stakeholders as the source of requirements in digital sovereignty. It captures the full range of requirement types by implementing modules to elicit noncommunicable requirements.
